Reporting to the Lead, Human Resources Support Services, the position is responsible for leading planning, design, and optimization of HR business application solutions and related projects to meet HR decision-making, business process improvement and reporting requirements. Liaises with HR teams and other organizational stakeholders to determine requirements. Gathers and documents requirements including technical and financial feasibility of proposed business intelligence solutions. Tests, documents and implements solutions in collaboration with applicable stakeholders. Participates in planning for data migration from source systems and works with IT and business users to validate data integrity and data quality within source systems. Extracts and integrates data from multiple source systems for reporting purposes and prepares complex reports for HR planning, provincial reporting, collective bargaining and other initiatives. Act as the liaison between HR Reporting, IT and Finance to ensure consistency and alignment organizational reporting. Provides input into the development and implementation of policies and procedures for data stewardship and governance. Administers system security and access. Develops and implements audits. Acts as a senior resource to team members and supports and delivers user training and provides technical direction to other staff as required.
Participates in internal and external committees and working groups as required. Works with team members to establish and maintains cooperative and effective relationships with internal stakeholders and external partners.
Extensive experience monitoring and maintaining data warehouses using the Kimball methodology. 5+ years working with T-SQL A keen, high level awareness of what is needed to make business intelligence and analytics a successful function within a large organization with many internal and external stakeholders. Experience and proficiency in MS Excel and Word with one or more of the following analytical tools, SAS, SPSS, R, and STATA Strong background in data architecture, data quality, data mapping, and data structures. Proven ability to interpret data files and record layouts to map fields between multiple systems and database tables Ability to collaborate extensively with business partners in data warehousing solutions, and contribute to a very flexible and agile development process. Ability to gather requirements from various user groups and translate those requirements into technical specifications. Excellent oral and written communication skills Strong quantitative, analytical, problem solving, organizational and interpersonal skills. Demonstrated attention to detail and maintaining high quality standards. Ability to work to independently, meeting deadlines under pressure, with minimal supervision and frequent interruptions. Ability to effectively communicate complex ideas/processes in simple terminology to internal and external stakeholders, including all levels of management. Knowledge of project management and change management methodology. Proven ability to plan and execute complex projects with stringent budgets and timelines. Strong team player with a client/user orientation. Ability to teach, coach and mentor others. Physical ability to perform the duties of the position.
Bachelor’s Degree in Computer Science, Human Resource Information Systems, Statistics or related field plus a minimum of seven (7) years of recent, related experience in cleaning, interpreting and visualizing large data sets (both structured and unstructured) and working with various data formats or an equivalent combination of education, training and experience. Strong understanding of human resources management areas such as recruitment, scheduling, payroll, labor relations, performance management and workplace health is definite asset. Experience with large HRIS systems (PeopleSoft? preferred) is also an asset. Knowledge of health care sector is an asset.
Liaises with HR teams and other organizational stakeholders to determine requirements including understanding inefficiencies in existing business applications and future business needs. Establishes and maintains positive and cooperative relationships with all internal and external stakeholders/partners. Gathers and documents requirements including technical and financial feasibility of proposed business intelligence solutions, analyzes and reviews with HR Systems and Reporting team members and/or other stakeholders and makes recommendations including anticipating future data needs and how existing data can be best leveraged to meet user needs. Acts as the HR liaison with Finance and IT regarding internal and external reporting including provincial reporting requirements (i.e. , Ministry of Health, HEABC, Unions) to ensure consistency and alignment of organizational reporting. Designs, plans and optimizes HR data warehouse, reports, dashboards and other business intelligence solutions content as required including core HR management reports, dashboards and related tools. Responds to ad-hoc, on-demand and scheduled business user information requests. Participates in the planning for data migration to the HR data warehouse from source systems. Provides input into the development and implementation of policies and procedures for data stewardship and governance. Proactively identifies data related issues and develops plans of action and recommendations. Makes corrections, develops audits and documents and reports issues to relevant stakeholders. Works with IT and business users to validate rules regarding data integrity and data quality as it relates to the impact on business needs. Works with team members to conduct code reviews as needed to ensure quality, consistency and compliance with requirements. Tests, documents and implements proposed business solutions in collaboration with appropriate stakeholders. Leads designated HR Support Services projects as required. Provides leadership and guidance to colleagues on tools, techniques and best practices for data analysis and information delivery. Provides business analysis and technical guidance to HR support teams as it relates to the capture, quality and availability of the data for reporting and analytics purposes. Provides technical direction and guidance in the implementation of business solutions as required. Identifies and troubleshoots identified issues; proposes business solutions to resolve these issues. Administers security settings and access to HR data warehouse and related systems. Supports all business users in the use of HR data warehouse tools and/or related business process implement in deployment activities such as user acceptance testing, user training, development of training materials, product demos and product evaluation. Maintains current knowledge and provides developmental expertise in various human resources systems to support data quality, system and process efficiencies. Performs other related duties as required.
